Combined marinade ingredients in a glass bowl and toss steak. Let sit in the fridge for about 30 minutes.
Cook rice noodles per instructions (note: brown rice can usually takes 40 minutes to cook).
When rice has about 20 minutes left, add meat and marinade to medium-high heat and brown for 5 minutes. Add veggies and cook covered for 15 minutes. When veggies are soft, spoon over rice.
